Amongst the most distinguished of this series of architects is James Gibbs, who, after studying in Italy, returned to England in time to secure the erection of some of the fifty churches ordered to be built in the metropolis and its vicinity in the tenth year of Queen Anne. The first which he built is his finestSt. Martin's, at the north-east corner of Trafalgar Square.[160] Besides St. Martin's, Gibbs was the architect of St. Mary's, in the Strand; of Marylebone Chapel; of the body of All Saints', Derbyan incongruous addition to a fine old Gothic tower; of the Radcliffe Library, at Oxford; of the west side of the quadrangle of King's College, and of the Senate House, Cambridge, left incomplete. In these latter works Sir James Burrows, the designer of the beautiful chapel of Clare Hall, in the same university, was also concerned. Gibbs was, moreover, the architect of St. Bartholomew's Hospital.
At length, after every clause of the Bill, and every word and every place in each of the schedules had been the subjects of all possible motions and discussionsafter a warfare which, for animosity and duration, was unparalleled in our Parliamentary history, the Bill was read a third time on the 21st of September, and passed by a majority of 109, the numbers being 345 to 236. The result was received with loud and long-continued cheering by the Reformers in the House. The anxious and impatient multitude in the streets caught up the sounds of triumph with exultant enthusiasm; the acclamations of all classes of the people rang throughout the agitated metropolis. The news spread like wildfire through the country, and was everywhere received with ringing of bells and other demonstrations of joy. As soon as the Bill passed an illumination of London was proposed, and an application was made to the Lord Mayor, in order to obtain his sanction, which was granted. The illumination was extensive, and those who refused to comply had their windows broken by the populace. In many places the people, whose patience had been so severely tested, began to lose their self-control, and were betrayed into riotous conduct. Mr. Macaulay, and other leading Reformers in Parliament, had warned the Opposition of this danger, and it turned out that their apprehensions were not altogether visionary.
FORE:THACKWELL AT SOBRAON. (See p. 599.)Such was the state of things in Ireland when the news of the French Revolution arrived and produced an electric effect throughout the country. The danger of permitting such atrocious incitements to civil war to be circulated among the people was obvious to every one, and yet Lord Clarendon allowed this propagandism of rebellion and revolution to go on with impunity for months.? Mitchel might have been arrested and prosecuted for seditious libels any day; the newsvendors who hawked the United Irishman through the streets might have been taken up by the police, but the Government still remained inactive. Encouraged by this impunity, the revolutionary party had established confederate clubs, by means of which they were rapidly enlisting and organising the artisans of the city, at whose meetings the most treasonable proceedings were adopted.

(continued).The conduct of Vernon, though he had been the Idol of the Opposition, and not of the Ministry, as it became known, increased enormously the unpopularity of Walpole. Though he had literally been forced into the war by the Opposition, the whole of its disasters were charged, not on them, but on him; and they did not hesitate to throw from themselves upon him the odium of all its failures. The general election which now came on was seized upon to load Walpole with all the weight of the unsuccessful war. The Duchess of Marlborough, Pulteney, and the Prince of Wales raised funds to outbribe the master of corruption himself. They incurred heavy debts to complete his ruin, and as the news of the miserable issue of the expedition to the Spanish settlements came in, numbers of those who had been returned to Parliament as friends of the Ministry turned round and joined the Opposition in violent denunciations of the mismanagement of the war. Lord Chesterfield, whilst these transactions had been progressing, had hastened on to Avignon, and, taking up his quarters with the Duke of Ormonde, obtained from the Pretender letters to nearly a hundred Jacobites in England and Scotland, engaging them to put out all their power and influence against Walpole.
